Section 8 Property Management in Kansas City

Housing Choice Voucher rentals managed end to end by a local team: housing authority paperwork, inspections, both portions of the rent, and renewals.

Quick Answer

Yes, Alpine manages Section 8 rentals and works with voucher tenants across the Kansas City metro, including the Housing Authority of Kansas City, Missouri, the Kansas City, Kansas Housing Authority, Independence, and Lee's Summit. We handle the authority paperwork, the inspections, collection of both portions of the rent, and renewals on the same published fee schedule as any rental. Since August 28, 2025, accepting a voucher in Missouri is the owner's choice.

Why work with a Section 8 property manager?

The voucher program can be one of the steadiest sources of rent in Kansas City, because the housing authority pays its share directly and on time. What trips owners up is everything around that payment: the request for tenancy approval, an inspection that holds a home to a stricter standard than many open market tenants would, a rent split that has to be reconciled every month, and rent changes that only take effect through the authority. Alpine has managed Kansas City rentals since 2013, and that paperwork is part of our ordinary week.

What does Alpine handle for Section 8 owners?

Housing authority paperwork

We handle the request for tenancy approval and the housing assistance payment contract paperwork with the authority, and keep the file current so payments start and keep arriving.

Inspections

Every voucher home is inspected by the housing authority before the first payment and again on a regular cycle. We prepare the home to a real rent ready standard first, coordinate the inspection, and line up any repair the inspector notes, because a failed item such as a loose handrail or a missing detector can delay the first payment.

Rent collection on both portions

The authority pays its share directly and the tenant pays the rest. We collect both, follow up on the tenant portion like any other rent, and both appear on your monthly owner statement.

Screening

A voucher holder goes through the same written screening criteria as every applicant. The voucher covers part of the rent, and screening covers everything else that makes a tenancy work.

Rent changes and renewals

Rent changes on a voucher home go through the housing authority. We handle that request with the authority at renewal.

Compliance

Voucher participation is voluntary under Missouri law, but fair housing law still applies to every decision. We apply one written screening policy to every applicant on both sides of the state line.

Which housing authorities does Alpine work with?

We work regularly with these authorities, and with others around the metro when a tenant brings a voucher from somewhere else:

  • Housing Authority of Kansas City, Missouri
  • Kansas City, Kansas Housing Authority
  • Independence Housing Authority
  • Lee's Summit Housing Authority

A voucher issued by one authority can often move to another area through the portability process. The authorities arrange the transfer between themselves, and we work with whichever one administers the voucher once the tenant is approved for your home.

Can a Kansas City landlord refuse a Section 8 voucher?

Yes. Missouri House Bill 595 took effect on August 28, 2025 and preempted any Missouri city or county rule that requires landlords to accept vouchers, which settled a question that changed three times in under two years. Other sources of income are still protected inside Kansas City, Missouri, and a voucher policy must never act as a proxy for a protected class under fair housing law. Our guide to rejecting Section 8 tenants in Kansas City walks through the full history and what the law still requires.

What do Section 8 rentals pay in Kansas City?

Kansas City is a Small Area Fair Market Rent metro, so the voucher payment for a home is set by its ZIP code rather than one figure for the whole metro, and HUD resets those figures every October. In the lower cost neighborhoods the voucher rent often matches or beats what the open market would pay. Our Section 8 investing guide covers the payment data and the neighborhoods where the strategy works best.

How much does Section 8 property management cost?

A voucher home is managed on the same schedule as every Alpine rental: a tiered fee from 10 percent of collected rent under $999 ($60 minimum) down to 5 percent at $2,500 and up, charged on the rent actually collected from both the authority and the tenant. A maintenance or construction project we manage carries a charge of up to 15 percent of the invoice, a routine work order we dispatch passes through with no charge, and utility bills we pay for you carry a 3 percent administrative charge. The published schedule adds one line for voucher homes: a $75 voucher transfer fee covering the extra paperwork the program requires. Every charge is itemized on your monthly statement, and our full fee schedule is public.

Are you a renter with a voucher?

Some of the homes Alpine manages accept vouchers and some do not, because that is each owner's choice. Ask about the specific home you are interested in before you apply. Browse our homes for rent and read the application process, which applies to every applicant the same way.

What does Section 8 property management cost?

The same published schedule as any rental: a tiered management fee from 10 percent of collected rent under $999 ($60 minimum) down to 5 percent at $2,500 and up, charged on the rent actually collected from both the authority and the tenant. Like every Alpine rental, a maintenance or construction project we manage carries a charge of up to 15 percent of the invoice, a routine work order passes through with no charge, and utility bills we pay carry 3 percent. Voucher homes add a $75 voucher transfer fee for the extra paperwork the program requires.

Is Section 8 a good investment in Kansas City?

In the cash flow neighborhoods it often is, because the housing authority pays most of the rent directly and on time and voucher rents can match or beat the open market. The tradeoffs are a stricter inspection standard, a longer first lease up, and program rules that change. Our Section 8 investing guide covers the current payment data and the neighborhoods where it works best.
